Importing pumps and compressors into Brazil

Two pumps that look interchangeable can carry different duty rates depending on flow rate and construction, and Ex-Tarifario can cut the landed cost of either by roughly ten percentage points if the code qualifies.

The short answer

Duty on pumps and compressors splits by construction and flow rate rather than running flat across the chapter: 12.6% is the baseline for most codes, 20% applies to centrifugal pumps up to 300 litres per minute and to reciprocating and screw compressors specifically. PIS/COFINS-Importação carries the temporary 0.6 percentage-point surcharge across this chapter, unlike the cosmetics and food categories covered elsewhere on this site. INMETRO involvement is lighter than the ANVISA-regulated categories: a supplier's own declaration for pumps, nothing at all for compressors as a separate object.

Res. Gecex 852 also moved a related code, 8414.80.38, from 0% to 7.2% from 1 March 2026, alongside 8458.11.91; neither is a pump or compressor code proper but both sit in the same resolution and are worth checking if your product classification is close to the boundary. PIS/COFINS-Importação at 12.35% is the general 11.75% rate plus the 0.6 percentage-point Adicional COFINS-Importação that applies to all of chapter 8413 and to the specific 8414 subheadings listed under Lei 10.865/2004 article 8 §21 as amended by Lei 13.670/2018; the surcharge falls to 0.4 percentage points in 2027 and is not scheduled at all for 2028, and it carries no credit under article 15 §1-A.

Submersible electric pumps under 8413.70.10 can also qualify for Ex-Tarifário Ex 070, which zeroes the import duty for products fitting the Ex description; see Ex-Tarifário for the mechanism and the current expiry date.

Brazil imported USD 47.0 billion of chapter 84 goods in 2025, on ComexStat data pulled 23 September 2026; an earlier figure of USD 47.1 billion traced to ITC rather than ComexStat and is shown here only for comparison, not preference.

INMETRO

Centrifugal pumps under chapter 8413 need a Declaração do Fornecedor, the supplier's own declaration rather than third-party certification, under Portaria Inmetro 319/2021 article 6. Compressors under 8414 are not a separate object on INMETRO's compulsory list at all. Related components carry their own separate rules: electric motors need a supplier declaration under Portaria 290/2021, cable needs full certification under Portaria 131/2022, and equipment rated for explosive atmospheres needs certification under Portaria 115/2022. Anuência before clearance runs through Siscomex via an import licence, form P070. INMETRO's own Agenda Regulatória for 2026-2027 (Portaria Inmetro 210 of 8 April 2026) includes an item assessing adjustments to the centrifugal-pump rule itself, so check for an update before assuming Portaria 319/2021 is unchanged. No 2026 consolidated table of every mandatory object exists on gov.br; the published list page is dated 25 January 2022, and any claim of a specific higher object count with a 2026 revision date could not be confirmed and should not be used.

ICMS and RioComex

ICMS runs at the state's general import rate; see ICMS by state for the acts by state. Whether any state runs a chapter-84-specific reduction beyond the general rate was not confirmed while preparing this page. RioComex, Rio de Janeiro's reduced regime, is open to pumps and compressors: of metal goods generally, only chapter 72 iron and steel and the two specific codes 7308.90.10 and 8202.99.10 are excluded, and chapter 84 is not among them.

How we can help

Frequently asked questions

Do pumps need INMETRO certification?

Centrifugal pumps under chapter 8413 need a Declaração do Fornecedor, a supplier's own declaration under Portaria Inmetro 319/2021 article 6, not third-party certification. Compressors under 8414 are not a separate object on INMETRO's list at all. Electric motors and cable used with the equipment carry their own separate requirements: a supplier declaration for motors (Portaria 290/2021) and full certification for cable (Portaria 131/2022) and for equipment rated for explosive atmospheres (Portaria 115/2022).

Why does one centrifugal pump code pay 20% duty and another pay 12.6%?

Flow rate and construction split the chapter. Centrifugal pumps up to 300 litres per minute, NCM 8413.70.80, pay 20% under Anexo VI of Res. Gecex 868. Other centrifugal pumps, 8413.70.90, and positive displacement pumps under 8413.60/.81, pay the general applied rate of 12.6%. A specific Ex-Tarifário line inside 8413.70.80 itself, Ex 218 for water centrifugal pumps, brings that particular case down to 12.6% as well.

How much does Ex-Tarifario actually save?

Recomputed 23 September 2026: landed cost for this category runs 1.52 to 1.66 times CIF at the standard duty, and 1.37 to 1.41 times CIF with Ex-Tarifário zeroing the import duty. The specific saving depends on which code and which Ex applies; see Ex-Tarifario for how to check and file.

Is this category eligible for RioComex?

Yes, with one narrow carve-out. Pumps and compressors are metal goods, and only chapter 72 iron and steel and two specific codes, 7308.90.10 and 8202.99.10, are excluded from Rio de Janeiro's RioComex regime. Chapter 84 itself is not excluded.
