Importing fasteners and bearings into Brazil
Fasteners and bearings run one of the lightest regulatory loads in this site's industrial categories: no INMETRO involvement, a standard 16% duty, and one specific code carved out for a temporary tariff increase that the rest of the chapter does not carry.
The short answer
Fasteners (screws, bolts, nuts, NCM 7318) and bearings (NCM 8482) both pay a standard 16% import duty, with one exception: wood screws specifically, 7318.12.00, sit on a temporary tariff-increase list at 25% until 18 January 2027. Neither category needs INMETRO involvement, which sets this chapter apart from most industrial goods on this site.
Federal taxes by code
Verified against MDIC's Anexos file, 23 September 2026.
| NCM | Product | II applied | IPI | PIS+COFINS |
|---|---|---|---|---|
| 7318.12.00 | Wood screws | 25%, no quota (Anexo IX) | 6.5% | 11.75% |
| 7318.15.00 | Screws and bolts | 16% | 6.5% | 11.75% |
| 7318.16.00 | Nuts | 16% | 6.5% | 11.75% |
| 7318.19.00 | Other threaded articles | 16% | 6.5% | 11.75% |
| 8482.10.10 / .90 | Ball bearings | 16% | 7.8% | 11.75% |
| 8482.20 / .30 / .40 / .50 | Roller bearings, all types | 16% | No data | 11.75% |
No 0.6 percentage-point COFINS-Importação surcharge applies to either 7318 or 8482; that surcharge is confined to fish, all of 84.13, and the specific 8414 subheadings covered on pumps and compressors.
Wood screws: the one exception
7318.12.00 sits on Anexo IX, "Elevações Tarifárias por Razões de Desequilíbrios Comerciais," at 25% with no quota, under Resolução Gecex 845 of 15 January 2026, running from 19 January 2026 to 18 January 2027, with the Anexo IX list itself updated as recently as Resolução Gecex 941 of 23 July 2026 (169 lines total). This is the only code covered on this page that sits on that increase list. Adjacent steel measures worth checking against your own code, since Gecex amends these lists several times a year: Resolução Gecex 929 of 25 June 2026 amended Anexo IX with 20 further codes, mostly steel plus one non-steel line, running an in-quota rate of 7.2% to 16% and an above-quota rate of 25% from 26 June 2026 to 25 June 2027, quotas allocated across three four-month sub-periods with no carryover of unused balances; and Resolução Gecex 941/2026 (24 July 2026) raised duty to 25% with no quota for seven specific codes, none of them fasteners or bearings, running 27 July 2026 to 26 July 2027. Whether the Gecex meeting of 27 August 2026 changed steel measures further was not confirmed while preparing this page.
INMETRO: not required
Neither NCM 7318 nor 8482 is on INMETRO's list of objects requiring mandatory conformity assessment. The auto-parts regulation, Portaria 145/2022, which revoked the earlier Portaria 301/2011, does not bring fasteners or rolling bearings into its scope. This is a genuine difference from the pumps and compressors covered elsewhere on this site, where centrifugal pumps do need a supplier's declaration.
ICMS, substitution tax and RioComex
ICMS runs at the state's general import rate; see ICMS by state for the acts by state, and the landed cost table below uses São Paulo's 18%. Both categories carry their own CEST code under Convênio ICMS 142/2018 for substitution tax purposes, fasteners at item 58.0 (CEST 10.058.00) and bearings at item 49.0 (CEST 01.049.00); which specific states actually apply ST to these two items was not confirmed while preparing this page.
RioComex is open to both categories, corrected as of the 23 September 2026 reconciliation: neither 7318 nor 8482 is on Lei RJ 11.192/2026's Anexo Único exclusion list. Earlier material describing eligibility here as uncertain or disputed was wrong and has been corrected.
Landed cost, worked
Taxes only, no AFRMM, Siscomex fee or TUM, matching the landed cost estimator's ratio mode; São Paulo at its general 18% rate.
| Product | State | Landed cost |

How we can help
Frequently asked questions
Do fasteners or bearings need INMETRO certification?
No. Neither NCM 7318 (screws, bolts, nuts) nor 8482 (bearings) is on INMETRO's list of objects requiring mandatory conformity assessment, and the auto-parts regulation, Portaria 145/2022, which replaced Portaria 301/2011, does not bring fasteners or rolling bearings into its scope either.
Why does one fastener code pay 25% duty when the rest of the chapter pays 16%?
Wood screws, NCM 7318.12.00, sit on Anexo IX, Brazil's list of temporary tariff increases for goods facing trade imbalances, at 25% with no quota, under Resolução Gecex 845 of 15 January 2026, running from 19 January 2026 to 18 January 2027. Ordinary screws and bolts (7318.15), nuts (7318.16), other threaded articles (7318.19) and all of 8482 are not on that list and stay at the standard 16%.
Is RioComex open to fasteners and bearings?
Yes, corrected as of the 23 September 2026 reconciliation behind this page. Earlier material on this site described eligibility as uncertain or disputed; that was wrong. Neither 7318 nor 8482 is on Lei RJ 11.192/2026's exclusion list.
Does ICMS substitution tax apply to fasteners and bearings?
Both categories have their own CEST codes under Convênio ICMS 142/2018, fasteners under item 58.0 (CEST 10.058.00) and bearings under item 49.0 (CEST 01.049.00), which is the mechanism states use to apply ST. Which specific states actually apply ST to these two items was not confirmed while preparing this page; check the destination state's own ST protocol before pricing a shipment.
